1. Setiap peserta harus mendapat rekomendasi dan didaftarkan  oleh Pengprov Percasi  masing-masing sesuai dengan Kuota/Jatah masing-masing Pengprov yang telah ditentukan oleh PB. PERCASI yaitu:
a. Kelompok Terbuka 10 (sepuluh) orang
b. Kelompok Putri 10 (sepuluh) orang
c. Kelompok Junior Putra/Putri 10 (sepuluh) orang setiap kelompok
d. Kelompok Veteran 5 (lima) orang
* Ditambah/selain pemain yang bergelar FIDE dan Juara Bertahan.
2. Wild Card PB PERCASI

V. PENDAFTARAN
1. Biaya Pendaftaran
1.1. Iuran Tahunan PERCASI Tahun 2013 : Rp 750.000,-
1.2. GM/WGM/IM/WIM/FM/WFM dan Juara Bertahan : Bebas biaya pendaftaran
1.3. MN/MP/MNW/MPW/CM :Rp 50.000,-
1.4. Non Gelar : Rp 100.000,-
1.5. Pendamping/Ortu/Pelatih/Official : Rp 50.000,-
1.6. Penataran Wasit/Pelatih Nasional masing-masing : Rp 500.000,-
2. Batas Akhir Pendaftaran
2.1. Batas akhir pendaftaran tanggal 25 Juni 2013 jam 17.00 wib.
2.2. Setelah berakhirnya batas waktu pendaftaran, panitia pelaksana tidak akan menerima pendaftaran susulan.
2.3. Biaya pendaftaran dapat ditransfer ke rekening: Bank Mandiri NoRek  126-000-448-1064 a.n. PB PERCASI. Copy bukti transfer harus diserahkan pada saat registrasi ulang, atau difaks ke PB PERCASI (021)5731340 - 5727201.

 I. PERALATAN PERTANDINGAN   
Papan Catur, Buah Catur, Jam Catur dan Notasi akan disediakan oleh Panitia Pelaksana.
II.SISTEM PERTANDINGAN
1.Kelompok Terbuka : Sistem Swiss 11 (sebelas) babak
2.Kelompok Wanita : Sistem Swiss 10 (sepuluh) babak
3.Junior A Putra/Putri : Sistem Swiss 10 (sepuluh) babak
4.Junior B–G Putra/Putri: Sistem Swiss   9 (Sembilan) babak
5.Veteran : Sistem Swiss   9 (Sembilan) babak
6.Catur Cepat & Kilat : Akan ditentukan kemudian sesuai jumlah peserta
III. PERATURAN PERMAINAN
Peraturan permainan yang digunakan adalah
1. Peraturan Permainan FIDE terbaru yang telah disesuaikan oleh PB PERCASI.
2.Peraturan tambahan catur cepat dan catur kilat yang ditetapkan oleh PB Percasi
3.Peraturan lain yang ditentukan pada saat Technical Meeting
IV.KONTROL WAKTU
1. Catur Standar:  90 menit + 30 detik dalam 40 langkah dan 30 menit + 30 detik s/d selesai
2. Catur Cepat :  25 menit sampai dengan selesai
3. Catur Kilat :    5 menit sampai dengan selesai
V. PAIRING
1. Pairing menggunakan Program Swiss Manager
2. Pemain dari satu Provinsi yang memiliki Poin diatas 50% tidak akan dipertemukan pada babak terakhir
VI. PENENTUAN JUARA
1. Jumlah Victory Poin (VP) tertinggi
2. Direct Encounter
3. Solfkoff (Bucholzs)
4. Sonneborn Berger (SB)
VII. RAIHAN GELAR: KHUSUS CATUR STANDAR

* Khusus Kelompok Terbuka, PB PERCASI sedang mengupayakan ke FIDE agar para peserta di kelompok ini memperoleh ELO RATING INTERNASIONAL / RATING FIDE.
VIII. PENENTUAN JUARA UMUM
1. Jumlah Medali Emas terbanyak dari semua nomor pertandingan Catur Standar, Catur Cepat dan Catur Kilat (tanpa Kelompok Veteran). Jika sama maka dilanjutkan dengan :
2. Jumlah Medali Perak terbanyak
3. Jumlah Medali Perunggu terbanyak
4. Jumlah Peringkat 4 terbanyak, dst.
IX. HADIAH:
TOTAL Rp 202.500.000 (Dua Ratus Dua Juta Lima Ratus Ribu Rupiah) (Perincian Lihat di Foto bawah)
X.   PROTES
1. Protes yang bersifat teknis permainan, diajukan langsung pada saat persoalan terjadi.
2. Protes terhadap Keputusan Wasit , dapat diajukan secara tertulis kepada Dewan Hakim maksimal ½ (setengah) jam setelah pertandingan tersebut selesai dengan disertai uang protes sebesar Rp 500.000,- (lima ratus ribu rupiah)
3. Apabila protes tersebut dibenarkan/diterima oleh Dewan Hakim, maka uang protes akan dikembalikan
4. Keputusan Dewan Hakim adalah Final dan Mengikat.
XI.   DEWAN HAKIM   
Dewan Hakim terdiri dari 7 (tujuh) orang dengan komposisi sebagai berikut :
1. Ketua Dewan Hakim - berasal dari PB PERCASI.
2. Wakil Ketua Dewan Hakim - berasal dari PB PERCASI
3. Anggota Dewan Hakim 5 orang - dipilih pada saat Pertemuan Teknik
* Dewan Hakim berlaku untuk seluruh nomor pertandingan.
XII.  FASILITAS
1. Panitia Pelaksana akan memberikan incoming Fee sebesar Rp 1.000.000,- (Satu Juta Rupiah) kepada masing-masing Juara 1 Kelompok Terbuka dan Kelompok Wanita hasil Kejurnas Catur Ke-42 Tahun 2011 di Palembang - Sumsel, dan Rp 500.000,- (Lima Ratus Ribu Rupiah) kepada masing-masing Juara 1 Kelompok Junior Putra/Putri A-G pada Kejurnas Catur Junior III Tahun 2012 di Jakarta.
2. Panitia Pelaksana akan memberikan incoming Fee sebesar Rp 1.500.000,- (Satu Juta lima ratus ribu rupiah) kepada masing-masing peserta bergelar Grandmaster (GM/WGM), Rp 1.000.000,- (Satu juta rupiah) kepada masing-masing peserta bergelar Master Internasional (IM/WIM), Rp 750.000,- (Tujuh ratus lima puluh ribu rupiah) bagi masing-masing peserta bergelar Master FIDE (FM/WFM)
3. Panitia Pelaksana menyediakan fasilitas akomodasi (board & lodging) gratis selama kegiatan berlangsung dan gratis biaya pendaftaran bagi:
- 1 (satu) peserta di setiap kelompok kecuali kelompok veteran
- 1 (satu) official dari setiap Pengprov PERCASI peserta.

XIII. KETENTUAN KHUSUS
1. Setiap pemain, official dan penonton tidak diperkenankan membawa alat-alat elektronik seperti HP, DVD/VCD Player, Walkman, IPOD ataupun Buku/Majalah Catur ke dalam ruangan pertandingan.
2. Setiap pemain, official dan penonton diwajibkan berpakaian rapi dan sopan.
3. Setiap pemain, official dan penonton diwajibkan menggunakan sepatu untuk dapat masuk ke dalam ruangan pertandingan.
4. Setiap pemain, official dan penonton diwajibkan menggunakan ID Card (tanda pengenal) untuk dapat masuk ke dalam ruangan pertandingan.
5. Setiap pemain, official dan penonton dilarang merokok di dalam ruangan pertandingan.
6. Setiap pemain, official dan penonton diwajibkan menjunjung tinggi nila-nilai sportivitas dalam berolahraga melalui Fair Play.
7. Setiap pemain, official dan penonton dilarang berbincang satu dengan lainnya didalam ruangan pertandingan selama pertandingan berlangsung.
XIV. SANKSI 
1. Sanksi bagi pemain, official dan penonton yang tidak mematuhi/melanggar butir XIII.1  adalah disita barang-barang eletroniknya sampai berakhirnya pelaksanaan Kejurnas Catur ke-43/2013.
2. Sanksi bagi pemain, official dan penonton yang tidak mematuhi/melanggar butir XIII.2 & 3 adalah tidak diperkenankan memasuki ruangan pertandingan.
3. Sanksi bagi pemain yang tidak mematuhi/melanggar butir XIII. 4 & 5 adalah kalah, dan sanksi bagi official dan penonton yang tidak mematuhi/melanggar butir XIII. 4 & 5 adalah dikeluarkan dari ruang pertandingan dan tidak diperkenankan lagi masuk ke ruang pertandingan pada babak-babak selanjutnya.
4. Sanksi bagi pemain yang tidak mematuhi/melanggar butir XIII. 6 adalah skorsing dari PB PERCASI dan bagi pemain yang belum memiliki gelar, PB PERCASI tidak akan mengesahkan raihan gelar Master dari pemain yang bersangkutan.

XV. KETENTUAN TAMBAHAN
1. Setiap pemain Junior yang  menjadi Juara I pada Kejuaraan Nasional Catur Junior III Tahun 2012 tidak diperkenankan bermain pada kelompok umur yang pernah dijuarai-nya dan diwajibkan bermain pada kelompok umur satu tingkat  diatasnya.
2. Setiap peserta Junior diwajibkan membawa Akte Kelahiran atau Alat Bukti lainnya untuk konfirmasi batas usia kelompok umur-nya.
3. Apabila ternyata diketahui bahwa peserta tersebut telah melampaui batas usia kelompok umurnya, maka pemain tersebut akan didiskualifikasi dan dikeluarkan dari pairing, hasil kemenangannya akan dinyatakan gugur serta point yang telah diraihnya akan dikembalikan kepada lawannya.
4. Setiap pemain Veteran (usia diatas 55 tahun) diwajibkan membawa KTP atau Alat Bukti lainnya yang masih berlaku untuk konfirmasi batas minimum usia peserta Veteran, apabila ternyata diketahui bahwa peserta tersebut belum mencapai batas usia minimum di kelompok Veteran, maka peserta tersebut akan didiskualifikasi dan dikeluarkan dari pairing, hasil kemenangannya akan dinyatakan gugur serta point yang telah diraihnya akan dikembalikan kepada lawannya.
5. Seluruh PENGPROV PERCASI peserta Kejurnas Catur ke-43 Tahun 2013 diwajibkan menyerahkan pas foto atlit/official/manager tim kepada Panitia Pelaksana dengan ukuran 3x4 dan 4x6 masing-masing sebanyak 2 lembar pada saat melakukan pendaftaran.

Russia-2 TV Nominates Natalia Pogonina “Girl of the Month”

A leading Russian TV channel, “Russia-2”, has a sports program called “All included”. Unsurprisingly, one of their most popular projects is the “Girl of the month” contest. Most nominees are well-known female athletes, while some artists are also invited from time to time.

Natalia Pogonina (born March 9, 1985) is a chess woman grandmaster and one of the best female chess players in the world. Since 2004 she has been a member of Team Russia and is currently the Olympic Chess Champion and Russian Women's Chess Champion.
Woman Grandmaster (WGM), three-times European champion (U16, twice U18), bronze prize winner at the World Championship (U18) and European Women's Championship, winner of the gold medal at the 1st International Mind Sports Games, co-winner of the 2008 Student World Championship and Russian Superfinal-2010, and #1 at multiple prestigious international tournaments (2005 – Bykova Memorial, 2007 – Rudenko memorial, 2009 – Moscow Open, etc.). Ranked as 3rd most successful female chess player in the world in 2009 by the Association of Chess Professionals. In 2011 Natalia became the only chess player in the world to simultaneously win the Eurocup and European Team Chess Championship and in 2013 - the only person to hold the individual and team Russian Champion titles. She was runner-up at Women's World Team Chess Championship-2011 and earned the bronze medal in 2013.
