Setiap peserta harus mendapat rekomendasi dan didaftarkan oleh Pengprov PERCASI sesuai dengan Kuota/Jatah masing-masing Pengprov yang telah ditentukan sebagai berikut:

Kelompok Putri 10 (sepuluh) orang
Junior Putra/Putri setiap kelompok 10 (sepuluh) orang
Kelompok Veteran 5 (lima) orang
Ditambah pemain yang bergelar FIDE dan Juara Bertahan
Wild Card  PB. PERCASI
(Khusus Tuan Rumah mendapat tambahan kuota 50% untuk setiap kelompok)

Azerbaijan Deputy Minister of Youth and Sports Ismail Ismailov said, Gashimov had made a tremendous contribution to chess history of Azerbaijan.
